Government relief from the state of Iowa is on the way for city and county government entities. Iowa Governor Kim Reynolds has allocated $125 million for local governments for direct expenses incurred during the COVID-19 emergency.
If you are an Iowa local government that incurred necessary expenditures related to COVID-19 during the period beginning March 1, 2020 you may be eligible for reimbursement.
The funds are restricted to cover costs consistent with the U.S. Treasury Department Guidance and are well spelled out on the COVID-19 Iowa website. A timetable of reimbursement period requests is included along with the necessary links to request reimbursement.
$100 million for reimbursement will be divided between eligible cities and counties by 2019 estimated population. $25 million will be used to cover the local government portion of the FEMA match through the Iowa Department of Homeland Security and Emergency Management. The COVID-19 Iowa website also provides a breakdown of the funds available by county.
To be eligible for online reimbursement requests, you must pass a resolution from the governing body stating that all reimbursements follow the federal and state of Iowa guidance on how the funds should be spent. If misrepresented on their use, the local government will be liable for repayment plus penalty and interest.
Initial claims shall be for costs incurred between March 1, 2020 and July 31, 2020. Those claims shall be submitted by September 15, 2020. Expenses incurred August 1, 2020 – September 30, 2020 need to be submitted by October 1, 2020. Claims for reimbursement must include documentation of the incurred expense, such as invoices, payroll records, and or any other records as needed.
Be aware that the local government must first submit reimbursement request to FEMA for eligible items before requesting from the state. You cannot double dip – reimbursed by FEMA and the state of Iowa for same expenditure.
